Board of Commissioners

The Toombs County Commission consists of four districts plus the Commission Chairman which serves all four districts.

Chairman David Sikes

David Sikes was raised in Toombs County and graduated from Vidalia High School. He has an Associate Degree from East Georgia College and a BBA from Georgia Southern University.

David is co-owner of Sikes Brothers, Inc. and a member of the Georgia Highway Contractors Association. In addition, he serves as a member of the Heart of Georgia Altamaha Regional Commission.  

He is married to Brandy Sikes and they have three children, Jonah, Anna Jane and Lucy. He is a member of a local Baptist Church.


Chairman District #1 Alfred Cason

Alfred Cason was born and raised in Toombs County. He is married to Mary (McCloud) Cason, and together they have one daughter and three grandchildren. A dedicated community leader and educator, Mr. Cason holds an extensive educational background, including a diploma from Lyons Senior High School, a Master Cosmetologist certification from Atlanta Technical Institute, and an Early Childhood Degree from Brewton-Parker College. He also earned a Bachelor of Arts Degree from American Bible College, a Bachelor of Religious Education from Emmanuel Bible College, a Master’s Degree in Christian Counseling from Trinity Temple College of Religion, and a Doctorate in Counseling and Communication from the same institution.

With over 30 years of experience, Mr. Cason has owned and operated a successful barber and cosmetology business. He is the former owner and operator of an Early Childhood Development center in Lyons and served as pastor of First African Baptist Church in Lyons for more than 20 years. He currently serves as the pastor of Oak Grove Baptist Church in Swainsboro, Georgia. His passion for youth and community development is evident through his work as organizer of a community youth program with a full-court gymnasium and as Director of the Boys and Girls Club in Swainsboro. Mr. Cason is also actively involved in various religious and educational organizations. He serves as Moderator of the Second Union Association (Baptist), a member of the Board of Trustees of Bryant College and Seminary, a member and officer of the General Missionary Baptist Convention of Georgia, and an Executive Officer of the National Baptist Convention of Christian Education.


Commissioner District # 2 Buck Moon

Buck Moon is the owner of The Moon Agency – Farmers Insurance, where he has served clients for over five years. With more than 30 years of experience as a political campaign consultant and manager, he brings a wealth of leadership and strategy to his work. Moon lives in Vidalia with his wife, Mary, and their two children, Tripp and Ann Elise, and is proud to call Toombs County home.


Commissioner District # 3 Darriel Nobles

Darriel Nobles was born and raised on a family farm in Toombs County and has lived in Lyons since 1971 with his wife, Gloria Lucretia Goodowns. They have two children and four grandchildren. A graduate of Lyons High School and Brewton-Parker College, Darriel owned Nobles Furniture and Floor Covering for 37 years and served as a rural mail carrier for 30 years before retiring.

He has served the community through the Army National Guard, 16 years on the Toombs County Board of Education, and leadership roles with the Lyons Jaycees, Lyons Development Authority, and the Chamber of Commerce. He also served as President of the Georgia Rural Letter Carriers Association and trained carriers in Washington, D.C.

Darriel remains active as a member of the Lyons Lions Club and The Oaks Baptist Church, where he and his wife lead the local Red Cross Blood Drive. His guiding principle: “Do a better job tomorrow than I did today.”


Commissioner District # 4 Tommy Rollins

Tommy Rollins was born in Toombs County and currently resides in the English Eddy Community with his wife, Rebecca Collins Rollins. They have one daughter, Betsy Rollins. He is the owner of TAR Land & Timber, Inc., a timber harvesting and land management company serving Southeast Georgia.

Tommy is a graduate of Toombs Central High School, holds an Associate of Science in Forestry from Abraham Baldwin Agricultural College, and earned a Bachelor of Science in Agronomy with a minor in Agricultural Economics from the University of Georgia.

He is an active member of Lyons First Baptist Church, serving on various committees, and is involved in his community through the Lyons Lions Club and Vidalia Kiwanis Club. Tommy served 12 years on the Lyons City Council and spent 10 years on the Toombs County Development Authority, including three years as Chairman.
